INNEX CLEAN RELEASE v5

Purpose:
- Fresh installation under C:\xampp1\htdocs\INNEX
- Existing data can be re-uploaded through the built-in CSV importers

Confirmed additions:
- Project category filter
- User programme filter
- Supervisor details in Project CSV
- Superadmin printable panel evaluation comments
- INNEX branding
- Missing alerts partial included
- File-based cache default for easier XAMPP setup
- No demo records by default; only Superadmin is created
